If we really had a democracy, that is, a system of government responsive to the desires of the individuals, then an authorities would need to wear a device that would track what individuals want. And when a bulk is reached either to do an act or not do it, the authorities would need to either do it or stop doing it depending. And that would be true even to the level of what is said or not said. The will of the individuals would rule if the people do not desire a specific official to use a particular word. Vox populi, vox dei. The desires of the individuals are the only thing that matters.

During the Bush administration, they utilized to enjoy to inform us that "they dislike us for our flexibilities". And much of us purchased that argument.
